GOV.UK says the home must be privately owned, in England and normally rated EPC D to G. Household income is usually £36,000 or less, with other routes based on qualifying benefits or postcode. Support depends on eligibility, council funding and a survey. The council arranges agreed improvements; it is not a cash grant to spend with any installer you choose.
